Has a plug-in developer announced Photoshop Elements 11 before Adobe?

Press release from plug-in developer hints that Photoshop Elements 11 may not be too far away.

One of the trickiest things for plug-in developers can be ensuring compatibility with the latest versions of the host software. The creators of the host software often let plug-in developers have access to early builds of new releases to test their plug-ins, adding support for new features in the host and create updates if necessary.

The key thing to making this work is not announcing your support for the product before its developer has officially launched it, which is what Akvis seems to have done when sending out a press release. The release that says its updates for its Photoshop plug-ins such as Akvis Makeup (below) add support for Photoshop CS6 (unsurprisingly) but also the "upcoming" Photoshop Elements 11 - which Adobe has yet to take the wraps off of. It's very unlikely Akvis would have had permission to do this, and we're guessing it's a mistake on their part to mention this yet.

In a word, oops.

No further details about Photoshop Elements 11 were included. Photoshop Elements 9 was released in September 2010, while Photoshop Elements 10 shipped in September 2011 - so a September 2012 release for Photoshop Elements 11 looks like a safe bet.
