Yorkshire and Humberside local authorities and other public bodies are being encouraged to link up to a Public Services Network (PSN).
The network is one of the first PSN projects to be delivered through the Government's PSN connectivity framework, and has the potential to connect up to 52 public service providers including councils, health bodies, and police and emergency services, said Leeds City Council, which is leading the project.
The original tender for the network went out in 2011.
With organisations connected over a single PSN compliant network, staff will be able to share information much more readily and services will be more joined up as a result, said Virgin Media Business, which is providing infrastructure and capacity for the shared network.
Geoff Prowling, YHPSN programme director, said: "A shared services network will give us the tools to work together to deliver excellent frontline services to local people.
"Through the recently completed procurement Virgin Media Business has provided the partners with a transparent and innovative commercial model which reduces the risks of buying IT in for the public sector."
In 2011, eight councils and four police authorities were said to have signed up to join the Yorkshire and Humber Public Services Network.
