An alpha test version of Project Kangaroo - the TV-on-demand service from the BBC, Channel 4 and ITV, will be made available in December, even though the service is still being investigated by the Competition Commission following concerns over the "competitive effects" of the service.

Vodco, the company supervising the project, also announced that closed beta testing is expected to take place in January 2009 with a public launch in March if the service is given the go-ahead by the Competition Commission.

The Competition Commission is investigating whether the joint venture will see consumers heavily charged. The verdict is expected to be released on Feburary 8, 2009.

"As shareholders, we [all] have chosen to continue investing and developing the site so that if we get approval we can launch as soon as possible," said Ben McOwen, ITV's Director and a Board Member of Project Kangaroo.
