The early ruours are suggesting that the iPad 5 will feature a new processor, possibly with a M7 coprocessor too, as well as sport a new spay gray colour scheme to bring it in line with the flagship smartphone the iPhone 5s. The major talking point for the iPad mini 2 is its screen. The rumour mill and general consensus of the web is that Apple will use this opportunity to upgrade the iPad mini 2's screen to a Retina display...there are also suggestions that Apple will launch a cheap a iPad mini 2 with a lesser screen in order to capture some of the budget tablet market.
