HELPROOM ANSWER The ‘Lock the Taskbar' option doesn't provide the function you require, instead preventing you from accidentally moving or re-sizing the Taskbar. The Taskbar disappears because the ‘Auto-hide the Taskbar' option is enabled. Disable this option and your problem should be fixed.
