my laptop seems to have hiccups

Since refreshing my Compaq laptop to get rid of cookies (I know -I won't do it again) my laptop stutters or hiccups every 15secs so, for 1-2 seconds. If I am typing it just misses the letters I typed while it was hiccupping; if I am playing a game it kicks me out and sends the game to the toolbar. While it is happening the coloured stripe at the top of the screen goes grey and then returns to the proper colour.It does not appear to affect sound or video.
My son says it sounds like something is stealing focus, but to mess with regedit might not be good. (?) I'd appreciate any help in words of less than 3 syllables if poss.xx

And another thing..... While the above is happening, the CPU percentage drops and the disc usage peaks, as does the wifi usage, both sending and receiving. If that helps...
