Reboot problem following power cut

Windows 8 Pro, trying to reboot after power cut, desktop PC lets me enter my password then freezes on the next screen, left the PC in that mode for two hours with the only sign of life being the hard drive light flicking.

Should I have left it running longer or have I got to reload Win 8 etc?

Without signing in press the windows logo key and r at the same time and see if run comes up.You may have to try it a few times.

If that works you can get into msconfig.And set it to boot in safe mode.
