failure to connect to windows services

When I switch on the back ground to the sidebar is white and I get a window open at bottom righthand corner which reads " Failure to connect to windows service. Windows could not connect to the system notification service. This prbolem prevents limited user from logging onto the system. As adminastrive user you can review the system log for details and why service did not respond". I now get this window each time I switch on,everythingappears to work! Not being very technical,I need help to resolve this prob.. Thank you. rivington.
