As Crossbow says..It's similar to XP Quick Launch....and yes...I've tried it and its fine.It isn't resource hungry and it does the job.
The taskbar in Windows 7 is fine..but I have a relative who occasionaly uses my PC when visiting us.... and he has some visual impairment and the enhanced taskbar functions help him a lot.
Having said that..I find it very handy too!
