Unable to sync my devices in Windows 8

I have a Samsung NP350 laptop and Asus VivoTab Smart Tablet. Both are Windows 8 devices and I sign into them both using the same hotmail address.

Using Homegroup I can see both sets of files on both machines and all my tiles appear live.

I have toggled the relevant switches in sync settings.

Despite all of the above, none of my settings appear to sync between the devices.

Can anybody suggest any possible solutions.

(I did post this yesterday, but the thread appears to have vanished !)
