Need for Microsoft User Account.

To use Win 8 tiles/apps to the full extent one needs to "sign-in" using the account in title. I have a certified Windows Live account but when I use this the procedure starts but ends with the message " signed out" Because of that I am unable to use e. g. the STORE tile. Please help.
