doesn't work photo tile in windows 8

i have windows 8 ACER notebook,but there have a problem,photo app is doesn't work,what am to do???

You'll need to create a Microsoft account (Hotmail, Outlook etc) and log in to the PC using your email. If you only have a local account on the PC then you can't connect to the 'cloud' and apps won't work. More info here.
