Windows 8 connection error 651

Just got a new HP laptop running Windows 8. When I try to connect to the internet I get error 651. Did some reserch on how to slove the prob found a lot of info, but it would appear that my laptop has to have an internat connection for me to be able to fix the prob. Is there a way to solve this prob without a connection !!!! Annie

I take it you have the wireless switched on.

Maybe check in services and scroll down to WLAN and make sure it is set to automatic and is started.

Annie are you trying to connect by Wireless or by ethernet.

Who is your ISP.

Sometimes just switching the router off for 10 seconds and then on again will sort it.
