windows 8 not able to open links

I am not able to open some links in surveys and have been told to click on compatapility view in the tools menu. Not idea how to do this, can someone please help/

Internet Explorer.Click on Tools.Then click on compatibility View.

That is my problem cannot find where compatibily view is.

Tools, Scroll down, Compatibility View settings, add to sites viewed in compatibility mode.

Just wondering if maybe she can't open I/E.
