Green screen and saids restarting when I turn on. HELP?!?

When i turn on my computer i get the circle scrolling round next to restarting and on a green background, before I turned off my computer I clicked shut down, and there is plenty of battery. What's gone wrong?

I take it it does not start then or can you use it.

I was going to say try safe mode but that is a no no for a lot of us.

Boot up holding down Ctrl button and tapping F8 at the same time and see if it will start in safe mode.Some can and some can't so give it a try.

Maybe last good configuration or something like that might help.

Does pressing the Windows button on normal start work.
