windows 8, cannot access links in microsoft outlook 2007

hello just got a new PC with windows 8, all is going well except I can't access any email links in Microsoft outlook 2007, I get a message, this operation has been canceled due to restrictions on this computer, please contact your system administrator. I am the only user of this PC, so I am the system administrator I think?. I've made changes through the action centre, but the message stay's the same.

can anybody help Stan.
