Scroll bar isn't working.

The scroll bar doesn't work when I'm trying to scroll through my favourites, which runs horizontally along the bottom in IE 10, modern UI, Windows 8. The arrows at either side don't work when I click on them. The only way I can get the scroll bar to work is to click on, hold and drag the scroll bar which makes the favourite apps move across the screen to fast. Clicking anywhere on the bar has no effect, apart from what I've just mentioned. Everywhere else on my PC I have no problem with using the scroll bar. Just in the IE 10, modern UI.
