How do I change the text colour in windows live mail and windows 8?

How do I change the text colour in my husband's laptop, when replying to an email message which uses windows live mail? On my own Vista laptop which uses windows mail I can go to 'format' option and change to rich text (html) which brings up the formatting bar. Is there an equivalent in windows 8?

In windows live mail select FILE, options, Mail, compose tab, then Font Settings tab. Select the colour there, select ok then select apply.

Many thanks. Sorry I haven't answere this earlier. Alternatively, I have found that if you open 'create mail', then go into Format and change from plain text to rich text, the formatting bar appears with all the options.
