Desktop configuration ini icon on desktop

I keep getting that annoying desktop configuration icon reappearing on my desktop no matter how many times I delete it. Any idea how I get rid of it for good. I know I can 'hide icons' but I'd rather clear it off permanently.

Check in control panel, folder options, that under the view tab, "hide protected operating system files (recommended)" box is ticked.
