Keyboard Glitch

My curiosity got the better of me and I knocked up a very simple adhoc PC with cheap bits from Ebay to run Windows 8
So far it is all going fine with no driver problems. Wireless works just like W7 and security software is OK apart from one minor glitch. My keyboard shift key does not work on the upper case '@' symbol. All other upper case symbols work fine. Makes a it a bit difficult to use email as I have to copy an @ from somewhere and paste it in. Keyboard is OK and same problem with 2 alternative keyboards so it is a PC glitch
Any bright experts out there who can suggest a cure please?
