System Restore or how to re-load Windows 7 from scratch

I have a friend's Samsung Model NP-N150-JA01UK that starts very slowly and reaches the Desktop but does not let me open the Control panel or anything else to do a System Restore. After is few minutes it invariably shows a blue screen for a few seconds saying it has failed and reboots offering to start in'Safe Mode' etc. One of the choices is to start with the C- prompt that does seem to work. Can I use this way in to effect a System Restore perhaps? All ideas very welcome.

type rstrui.exe into command prompt and that should start system restore.

Possible virus and if you can follow this.
Now another reason I posted that is you can download a W/7 ISO from the internet and install it the same way as long as you have the keycode at the bottom of the Samsung.
