can anyone help with Two annoying errors

I have two error messages that pop-up and I'm not sure if they are related. When I try to open a graphic/photo I receive the following error

could not load IDSWINDOWTITLE

Also I frequently get the error, COM Surrogate has stopped working

Hope someone can help.

Many thanks for replying Chronos, I appreciate that. I have tried the suggested fixes but to no avail.
