Problem with Outlook 2007 Administrator restriction

My wife uses her PC with full Administrators rights. There is no separate user set up on her system. Recently Outlook 2007 has been acting strangely. Whenever she receives an email with an embedded url link, and she clicks on the link, she gets the error message 'This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.' The only way she can get round the problem is by copying the link directly into IE9.

She forwarded one such message to my computer (also Windows 7, with me as the only user with full Administrator rights but with Outlook 2010) and there were no problems.

Any thoughts, please?
