TomTom Software Update Download Blocked

I have been trying to download update to my TomTom Home software (for my satnav.). I get a message stating "The system administrator has set policies to prevent this installation". I don't understand this: I am the administrator, I've had no problems with other downloads or updates. I tried removing the original software and re-installing but the same message appears when I try to remove it.

I would ckeck the firewall settings, if win 7's own firewall.
