I do not want the security against theft. How do I avoid the window popping up, which offers intel security?

Is it part of McAfee or do you not have that installed.

No; it's nothing to do with McKee or any other security programme. It's part of the Win7 system. Or rather it seems to be a Win7 feature to ensure that if the computer is stolen, everything is blocked making it useless to the thief. Presumably also to the owner should the computer be recovered!.
If one wants the feature, one has to buy it! I did not proceed any further than the nuiscance window.

I found this info on the popup "Intel Anti-Theft Service":
By default, Intel Management and Security Status loads on windows startup. There are some ways to change this:
You can uncheck the "Intel Management and Security Status will be available next time I log on to Windows" check box to prevent it from happening:
