I am running Win 7 on a Dell Inspiron 1525, and have noticed recently that the Security Center Service is not running, when I click the button to turn it on, I get a 'Cannot be started' message. But no explanation as to why, or how to deal with it.

Type services into the start bar then click on it when it opens up. Scroll down to security center make sure it is set to automatic and is running.

It is on my list on W/7 maybe run sfc scannow in command prompt and see if it finds any problems.
Or maybe try windows updates and see if any updates for it.
or system repair in safe mode might help.

Thanks for coming back and letting us know how you fixed it.
Maybe have a Look at this,A great buy from Emisoft.
Or the one user for £11.99. A really good security program that gives you full time protection. Some times it pays to have at least one good security program on your computer.
