i am still having issues with the web page not responding ie9. i am using w7 i used the upgrade version w7 to change from vista, could i do a clean install using the upgrade version, where can i get the info on how to do this and what programes i need to back up

You will need to reinstall everything and all the programs that do not come with operating system W7
