Xp Pro OEM to WIndows 7

I have just spoken to Microsoft to ascertain whether I would be able to upgrade from an OEM version of XP Pro or whether I would need to purchase a full retail copy (as opposed to an Upgrade copy). The advisor has now left me more confused than before I rang. She kept referring to my being able to upgrade using a full retail upgrade copy of Windows 7 and wouldn't or couldn't tell me in plain english whether I can do it "on the cheap" or whether I need to start from scratch with a full retail version.
Doe anyone here know the answer please?
