They used to sell Blizzard products at Gordon Harwood Computers in Alfreton.
After a little more searching I have found they were made by Phase5 Digital Products who went bust in 2000.
Can't blame the rise of the PC for that as they made PC products too !

Your not thinking of the Blizzard chip that was in the Amiga??
Amiga used to boast about it and how it sped up games.
