Wi-Fi Landing Page (web page?)

Evening,

I have been asked by a client to set up his wi-fi (something we have no issue doing) However - they want the first thing someone see's to be a one page web site allowing people to join a mailing list.

Possible? If so any advice on how?

I think you should talk to the customer support department of the service providers. Only they can help you with the solution as it is special kind of requirement. business telephone service
