Scan photos for archive/burn DVD

I have lots of old photographs of varying print quality and size and some 35mm negatives which I would like to scan and archive to DVD.
My current pc is a Samsung G15 laptop running Windows XP connected to an HP Photosmart C6180 all-in-one. I have Adobe v7 professional installed but no DVD burning software.
I am able to scan photos with existing set up but it is a tediouos process, both in operation and file management.
I notice forum recommends Paperport software which it seems may ease the document management side of things. Could you advise please how I may make the scanning process faster/more efficient. My budget for any new scanner is limited to approx £200.
I notice lots of DVD burning software advertised as free download on the web. I wish to avoid any unwelome adware/viruses etc. Can you advise simple to use budget software which will be suitable for above and also capable of producing backups on CD of some of my CAD data files.

Keep the Photos, they will outlast the Computer and any Back-up System you care to use.
However, the PC is a great way to distribute photos.
