Server - or not to server!

Hi
I run a small charity with a IT system that does OK but limited and we need to expand. We currently run a peer network with one of the staff's desktop storing all the files - a little cumbersome but currently works. However with volunteers wanting to access files and photos from home this now no longer works. We would also like to migrate to using MS Outlook exchange to share calanders and contact etc and be able to 'hot desk'.
All advice is saying buy a server which is fine but wondered with so much stuff being web-based and having v. reliable internet connection whether there was a web-based solution. As a charity money is tight (especially with recession!). Looked at Windows Live and Google Docs/Calander but currently fall short of what is needed.
Anyone have any suggestions?
Any help much appreciated.
