Whenever I've downloaded anything from here in the past it has always been done through my Google account, and has been pretty well instantaneous, but the last time I have been asked for my full card details, and address, just like an on-line purchase from a new dealer.
Is this a new thing, or just one trader trying to avoid the (presumed) Google commission?

I think its the trader. I've seen some applications where you had pay on another site to unlock a code for a application.
I would always advise checking reviews for said before any purchases or just not to buy that application if you are unsure.
