Nokia mobile issue

I have a Nokia 6700 mobile but whenever someone is trying to ring me they keep getting a message "The person you are ringing cannot accept your call please try later". but my phone does not ring. But if they keep trying to ring me after about four attempts them get through, also some texts messages never reach the person i sent them to, Anyone here know how i can fix this please.

I think that you need to contact your mobile provider. It may be a problem at their end.

I have been doing a bit of searching online and some suggest that it is a software issue, so i have updated the software and i will see how it goes, if that fails i will contact O2
