Cost of running Apps???

I am new to the iPhone ( have had one for about a month) and am absolutly delighted with it but I am also puzzled. I have installed quite a few Apps including weather forecast and road condition apps for journeys.
When I text make phone calls or send photos I get charged as expected BUT when I look at the weather forecast or road condition Apps I don't get charged! Is this correct am I missing something or is my provider missing something? I am on a PAYG scheme. Could someone explain the situation please?

If you are on O2 you get 12 months free data. click here
Apps are data.

Thanks for that. I bought from Tesco who use O2.
I'm happy with the situation though I'm not sure it was made clear when I bought the phone.
