I use windows mail in vista 32 bit. I can not empty my deleted items folder. I have sp 1 installed I have used the following method Open up Windows Mail.
Select Tools | Options from the menu in Windows Mail.
Go to the Advanced tab.
Click Maintenance.
Click on the "Cleanup Now" button.
I have also tried the tool http://www.oehelp.com/WMUtil/ but still it does not work

In Windows Live Mail you can go to Options.Mail.Advanced.Maintenance.And you can set mail to delete on exit or pick out how many days you want mail left before it is deleted.
Obviously not the fix you are looking for but it should empty your deleted items folder for you.
Not sure if you can do that with Windows mail but worth a try.
