west yorkshire police note is all i can see on the screen, keyborad,mouse turn to useless any tips would be great,thx

Try getting to safe mode . If you now can get to desktop get to internet options, connections, lan settings and untick the proxy one. Run SAS portable from a flash drive. link

You will need to download SAS from another PC. If you can then boot up normally, download, update and run the free version of Malwarebytes. Don't accept a trial of the pro version.

Guess you need to check if this is the west yorkshire window you mean,it is a ransom threat, don't fall for it but do remove it quickly.
