Windows installer service

We have an HP Pavillion G60 laptop. For various reasons we have had to reinstall Windows twice. Now, there are certain programs we can't install as the Windows installer service has no launch path. We get the error message "The WIndows installer service could not be accessed". When we go into services, the launch directory for the service is blank.
The files needed to launch the programs are on the computer.
The system restore fails to work. Any ideas how we fix this without having to reinstall windows yet again ?

Hi It may be that some of the files have become damaged.
If you have a look at this Microsoft article you may be able to rectify this.

Thanks,will try but i have found severel simmerler articles that didden't work.
