How do I get my Canon Scanner N650U 2001 model to work on Vista Home Basic 32bit I know it's out of date but why can't I use my CD that came with the scanner, the manual says use Win 98 or Win Millenium, which I do not have?

Scanners and other peripherals need 'drivers' to make them work in Windows.
Manufacturers often decide that it is not worth their while producing drivers for old peripherals when new operating syems are launched by MS.
click here and you will see that Canon have not produced Vista drivers for that machine

I can confirm that this method does work , my n670u is fine on Vista .
