system restore without cd

Hi Guys,
I have a PC which runs Vista Home Premium. I am in the process of selling the PC but wish to completely wipe the drive and restore back to Vista default settings, leaving no trace of personal details etc.
I have looked around for various ways to wipe the drive without using the CD (Never had one). But there seems so many long winded ways to do this (Also I know very little when it comes to PC systems).
I found this link.. but does this completely wipe the drive clean ready for the PC to be sold?

You should be able to restore it to factory settings. Have a look at your manual.
Enter 'User' as a name when you restore as the PC will need an Administrator account if you did not have a Vista disc with your PC.
