Windows Security Center Turned Off won't Turn On

My Windows Vista Security Center is turned off and I can not get it to turn on.

In start search box type services. In the list click on services (not the .exe if it shows). Scroll down to security centre and double click. Make sure automatic is selected and then start the service.

I have already tried that I get the error message
Windows could not start the Security Center service on the local computer "Error5 Access Denied"

Some services do not start in Windows Vista click here

Click the Green Oblong Button with "Run now" in the middle of it.

Thanks Lazarus.
I have got fed up with trying to sort it out I decided to use an Acronis TI Backup I did about a month ago.
I did not loose any data as I keep it all on an external HD.
All sorted now.
