This works for XP. But can't see why it won't work for Vista.
1. Click Start, click Control Panel, switch to Classic View and
double-click Folder
Options.
2. Under the View tab, click to check "Show hidden files and folders", and then uncheck
"Hide protected operating system files", click Ok.
3. Launch Explorer or double-click My Computer, locate to C:\Windows\inf,
right-click on SR (SR.inf) and select install.
4. If the system requests the Vista DVD, please insert the DVD into DVD-ROM and finish the installation according to the instructions.

I have replaced this file with a copy from another machine, but i am still getting the "SystemPropertiesProtection.exe" message stating SYSDM.cpl ie either not designed to run on Windows or it contains an error.
