Phone sending out wifi signal to Nexus 7

I have a blackberry for work and use a very basic phone for weekends. It was stolen and I need to replace it. I have a Nexus 7 but no 3g on it. Someone told me I could get a smartphone that would connect to 3g and then send a wifi signal to my Nexus 7 so that it could connect to the internet while out and about. Do all smartphones do this? is the Nexus 4 the cheapest that would do this? I would understand how to work that as it is similar to the 7 and I am an old fool.
