Mobile dongles, can I use any dongle or any network ?

I live on the isle of man and only have 2 mobile networks? I am looking for a dongle to put a sim card in so I can get the Internet. I was wondering if I can use any network dongle to put a different network sim card in. As the cheapest dongle u can get on the isle of man is £75 without a contract. Please help..thanks
