Is an Intempo Evolve the best device to attach a TV to the internet?

I'm thinking about buying am Intempo Evolve to turn my TV into a "smart" tv so that I can surf the web, watch youTube and possibly watch football streamed over the web. Actually that is the real reason.
Is the Intempo Evolve the best device for doing this, or is there a better device out there?

Not got very good reviews from a lot of places on the web.
You could do what you want by attaching an old laptop or PC to your TV, as I've been doing for nearly 4 years now

Thank you for taking the trouble to reply Fruit Bat.
I had thought about attaching a laptop to the TV, but wanted to attach via a HDMI cable to get the best picture quality.
Also, I was worried about downloading a virus etc whilst browsing the net and I thought that the Evolve would make it less likely. I do have a firewall and anti-virus on my laptop that I keep up to date, but I guess I'm a little paranoid.

I have have a dual core desktop with a graphics card that has HDMI out. Have added wireless card and also a mini wireless keyboard.
Most of above got secondhand - works perfectly connected to TV
