key fob MOT reminder

Last year, after having my car MOT I was given a key fob roughly the size and shape of a pen drive in clear dark plastic.
About 11 months later the gizmo began displaying at 1 second intervals the stalwart message "MOT DUE" It has done it faithfully for over 5 months now.
I've always liked to understand how something works and my investigations are often more destructive than informative.
So I can understand a timer once triggered continuing to switch the LCD until the battery goes flat. BUT - here's the interesting bit, a blue LED shines briefly at lengthy intervals.
WHY ?

Probably a reminder that the battery is about to go flat!
