Preview shows part picture "greyed out", but.........!

This is mystifying! Some jpg pictures that needed a deep HDD scan to recover, only show part of the original, the rest being grayed out. When I go to delete them, the thumbnail that appears shows all the picture. That must mean that the whole picture is in the file somewhere. AFAICS the header and footer conform, so why is the anomaly occurring, and can anyone suggest how the complete picture can be made visible and savable?

Thumbnails are often totally different pictures store in a file usually called 'thumbnails' they are not part of the main image.
