Cannot open internet links in Outlook 2003

When I receive an email from PC Advisor I cannot open a web page with a link to from outlook 2003. A dialogue box with the following message pops up:-

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

Any help overcoming this problem would be greatfully received. Thank you.
