try restore with anti-virus disabled

I guess your PC has been hit hard by Malware of come sort ... better run a Full Scan with MalwareBytes ASAP.

You may need to do so in Safe Mode ... do a normal Re-start and immediately keep tapping F8 to get into Safe Mode.
