iPad mini for use in France

I would like advice on purchasing the new iPad mini...will I be able to use the 16gb version (approx £265)in France. I currently have a wi-fi lap top with Orange Live Box access. Do I need the more expensive version with 4G? to be able to access all functions? I have no experience of using iPads so any advice would be most welcome. thank you. Ron

All iPads can connect to any WiFi signal - just the same as a laptop.

Ask Orange to provide you with a nano SIM for your iPad mini. Then when you travel you can buy time on compatible 3G networks.
Otherwise you can use any available WiFi networks.
